Effective February 24, 2025, CIRO is requiring mutual fund Dealer Members to report all events as prescribed in MFD Rule 600 using the Complaints and Settlement Reporting System (ComSet). This transition does not change the reporting obligations of mutual fund Dealer Members under CIRO rules.
The transition to ComSet is part of a broader initiative to move CIRO to a single set of Enforcement systems, which will allow us to operate more efficiently and reduce duplication while enhancing investor protection.
To support mutual fund Dealer Members in this transition, CIRO will:
- give you access to a comprehensive user manual (including instructional videos)
- host virtual training sessions with CIRO staff on February 12 and 19, 2025 at 1 p.m. Eastern Standard Time (see below for further information regarding these training sessions). If you require French language services, please let us know.
- provide ongoing technical and operational support accessible to Dealer Members at [email protected]
ComSet and the METS (Member Event Tracking System) are substantially similar from a user-perspective. CIRO Staff does not anticipate that this change will have a material impact on Dealer Member operations.
METS events submitted by Dealer Members since April 1, 2022 will be transferred to ComSet and available to those Dealer Members in ComSet. METS events submitted prior to April 1, 2022 will be accessible through METS for reference purposes and Dealer Members will not be permitted to edit or update those events in METS.
The transition by mutual fund Dealer Members to ComSet does not apply to mutual fund Dealer Members registered in Québec (which were not previously using METS) or alter any Dealer Member’s reporting obligations to the Autorité des marchés financiers.
Information Sessions
ComSet information sessions for mutual fund Dealer Members will be held virtually on February 12, 2025 at 1 p.m. (EST) and February 19, 2025 at 1 p.m. (EST). These sessions will provide an overview of ComSet and demonstration of how to use the system. Please indicate your interest in attending an information session by emailing [email protected] with the names and email addresses of the anticipated attendees, and the preferred session date.
For those unable to attend an information session, the ComSet user manual is comprehensive and contains links to videos demonstrating how to use the system.
Access Credentials
Prior to February 24, 2025, CIRO will provide access credentials and information necessary for Dealer Members to access ComSet and set up users.
