As General Counsel and Corporate Secretary at the Canadian Investment Regulatory Organization (CIRO), Mark is responsible for providing legal and regulatory advice to CIRO and for supporting the Board of Directors and executive leadership on corporate governance matters in furtherance of CIRO’s public interest mandate.

Mark has extensive experience in securities regulation and capital markets law. He has held senior legal roles at CIRO and its predecessor self‑regulatory organizations, the Investment Industry Regulatory Organization of Canada (IIROC) and the Mutual Fund Dealers Association of Canada (MFDA), including positions as Associate General Counsel and International Affairs Counsel. In these roles, he advised on regulatory policy, governance frameworks, and strategic initiatives, and supported CIRO’s engagement with domestic and international regulatory bodies. Prior to his time in regulation, he worked in-house in compliance and legal at investment and mutual fund dealer firms.

Mark is a graduate of Osgoode Hall Law School and is a member of the bars of Ontario and New York.
